Volvo Repair: 89 volvo 760 turbo, fuel pressure regulator, volvo 760

my question is, my girlfriends car was running all day just fine. till later tonight he tried to leave the house and it wouldnt kick over. it seemed like it was trying to. all the power to the car was there, like headlights and dash and etc. etc. i checked the oil in his car and yes it was very very low on oil. (trying to keep him on top of that) we added TWO quarts to the thing. so at that time i was thinking to myself why dont i just check all the fluids and wires and hoses. coolant was not to be seen in the bottle, filled that. and then i noticed that there is a chrome scrunchy looking pipe that goes over the turbo and looks to me like it goes to the intake box, has a quarter size rusted out hole in it.

now when he tries to kick it over i can smell fuel like its trying to start but could it be like the ignition or spark? im just curious on how to fix it. thanks again and i really hope that you can help me out.

Dan, It can be a number of things.  Dont worry about that stupid scrunchy pipe.  Thats just a preheat tube.  It sounds like its overfueling.  Check to see if there is fuel coming out of the vacuum hose at the fuel pressure regulator.  Other than that, I would have the car checked out by a Volvo shop.  Roger
