Volvo Repair: OBD II not ready - failing Mass Inspection, obd ii, mass inspection

Question
I have a 97 850 2.3 station wagon - failed MA inspection due to OBD II not being ready - I was told to drive for a few days and come back.  Still - it fails after 6 weeks of lots of driving.  Brought it to Volvo Dealer and they say nothing is wrong with the car.  What do I do next?

try to disconet battery overnight reconect and drive again  for few days and make sure you drive the car on highway for at least 30 min around 50mph   plus than drive city driving around 30 miles it will take 1-3 days to finsh you testing from not ready to ready  .if you in chicago area i can try to find you  help
