Volvo Repair: 93 240 DL: No Horn, basic electricity, variable resistance

Question
Both horns on this car aren't sounding.  When tested with a multi-meter across either horn I get a variable resistance of 5-50 ohms...which my very limited basic electricity competence suggests that the circuit is complete.  Is there another way to test the horns, is there an intermediate relay involved or must we tear into the steering column?

Thanks,

Kris

Answer
Kris run a hot wire to the horn.  one pos one neg and use the battery to see if they are working.  Forget multimeter testing and do it the old fashioned way.  Better results.  Its a basic system.  If the horns are good then there is a contact problem in the wheel.  Roger
