Volvo Repair: volvo 83 240 wont start, volvo 240, copper wires

Question
I am assuming the harness is at the back of the engine against the middle/top of the firewall.  Wires come together into a grey box.  The wires going out of the box and down look good.  The wires coming from the relays, through the firewall and along the top of the firwall look good as well, until the last 2 inches before entering the grey box.  Several wires have lost their protective coating and the copper wires are exposed.  They are not broken anywhere though.

Roger, found the relays.  I could feel only one click when I turned the ingition.  I replaced the other, but it did not click.  I switched relays and the new one worked but the original (working)relay did not.  Could it be the wiring that goes to that one relay?  Thanks.

Thanks Roger.  Is there more than one fuel relay?  Where are they located?

1983 volvo 240 B23F  Six months ago the car began to run out of gas after driving 150-170 miles after filling the tank.  I just kept it full.  Last month it started and just stopped.  I replaced the exterior fuel pump (I usually have to do this every 3 years)  The car did not start.  I pulled the in-tank pump and the rubber tube connecting the pump to the feed tube was gone.  I replace the in-tank pump and the connecting tube.  I replaced the fuel filter.  Still won't start.  I used a paper clip and touched fuse 5 to fuse 7 (in-tank and exterior tank fuses at panel at left of drvers legs).  The in-tank pump can be heard and fuel appears at the filter next to exterior fuel pump.  No noise from exterior fuel pump.  Should the exterior pump also run when I connect fuse 5 and 7 with a clip?  Should I replace the exterior pump again or is there a way to test it before spend another $150??

Kevin, try the fuel relays first.  See if they are clicking when you turn the car on.  You shouldnt bypass it like that.  Roger

Kevin, yes, there are 2.  They are located under the passenger felt covering.  2 black relays.  Roger

Kevin, sounds like you may have a few issues here.  What is the condition of your engine wiring harness?  Roger

Answer
Kevin, I forgot to ask you about the in line fuse over by the battery.   If that thing is corroded, you are going to have issues.  Its called the engine control fuse.  As far as the harness if its original, then I will bet that deep inside the harness there are bad wires touching causing no start problems.  Roger
