Volvo Repair: 1994 volvo, rockford area, volvo 850

I am looking to buy a 1994 volvo 850 turbo in the Rockford area. The owner has'nt driven it for 1 year. He says the turbo does not work. Should the car still start and can it be driven without the turbo working? Approx. what is the cost to repair? The rest of the car is in excellent condition, I would love to get it running right. Thank you.

Perry, I havent seen a turbo fail on an 850 yet.  Is the owner sure the turbo doesnt work? It may be just a rubber hose that has a hole in it.  I would have the car checked out first by a Volvo Tech.  Turbos are expensive.  Roughly $1500 bucks.  Roger
