Volvo Repair: Electrical - 1993 Volvo 850, fuse panel, lighting power

Question
One day driving along the instrument panel lightihg was flickering with each bump and then went out. Replacement of fuse #35 (instrument panel and dashboard lighting/power sunroof) results in immediate burn out upon engaging the ignition switch (with headlights off). Any ideas on where to start with this. I have some electrical knowledge and testing equipment as well as the Haynes Service Manual. Thanks!!

first place I guess I would look is under the drivers side of the dash for any signs of a short.the only way to find is just eliminating thigs on the circuit then fault tracing the wire from the fuse panel to the source of the short.not easy work it is time consuming.
