Volvo Repair: 1998 v70, windshield washer fluid, timing belt tensioner

1998 volvo v70   windshield washer fluid do's not come out.    Timing belt or camshaft pulleys has cut the cover

washer problem could be a bad check valve under the hood.it isunder the hood insulation between the nozzles.

the cover problem I would check the timing belt tensioner for signs of failing.the only time I see this is before the belt slips and the head is ruined.about a 3500 dollar job.I would have it check immediately before something bad happens.towing it to the shop would be a good idea if you this the belt is slipping.
