Volvo Repair: Volvo 850 Turbo, fuel leak, fuel pressure regulator, volvo 850

My 850 is leaking fuel on top of the engine. The fuel lines comes over the top of the engine and there is a hose attached to the fuel line. On the other end the hose is attached to some type of filter. The problem is the clamp I believe needs to be tightened on the end attached to this filter. On the top of the engine is a plate which bolts to the engine with 2 bolts. this is right on top of the engine in front of the oil cap and cover. I've seen pictures of it on 93 850's so I know it isn't something different with my car. I tried taking out the 2 bolts and removing the plate so I can get to the clamp under it, but the plate will not move when bolts removed. How do I get this plate off without breaking anything. There appear to be some kind of sensors under the plate also that plug into the exhaust manifold.
Any help would be appreciated as I can't drive the car until I stop the fuel from leaking.

the filter is the fuel pressure regulator and the other part is the fuel rail with the injectors in it.with the 2 bolts removed the fuel rail will come up use a screwdriver to pry on each injector seperately to loosen thembe sure the injctors do not come out of the fuel rail or the seal ontop of themwill get lost.
