Cadillac: 1995 Cadillac Sedan Deville A/C problem, cadillac sedan deville, diagnostic chart

We have a 1995 Cadillac Sedan Deville 4.9, and the a/c compressor runs continuously. We were told it is supposed to run all the time but the fans are not turning on. What could be causing this and how would it be fixed?

Answer
If the AC compressor does NOT cycle ON and OFF it is most likely low on freon.
