Cadillac: ignition problems, dash lights, skill level

Question
I have a 1989 eldoraldo that has a problem starting. When I put the key in and try to start the the dash lights up as normal but it doesn't start.  The middle info center says something like starting disabled due to theft system remove key wait 3 minutes.  What can I do to solve this problem? Is there a way to by pass the theft system? Could a fuse be the problem? any info would be much appriciated
