Chevrolet: 1999 Chevy Cavalier, chevy cavalier, rear brakes

Hey i was driving today i had to stop very short and i noticed when i got home the parking brake was not going up proper. I like stops after 2 clicks n is hard to pull rest of the way. I get home i notice a burning smeel from the rear wheel wheels can you please help me find what is wrong

 It sounds like the brakes are locked up . I would look to see if you can get the emreg. brake up some way. is something stuck in the emerg. brake works. you will soon burn the rear brakes right out , i would take it to a shop A.S.A.P. or pull the rear wheels and brakes to see what is hanging up on you. ok
do not drive with it like that as you will burn the brakes right out.
