GM-GMC: 85 Chevy 6.2 diesel - altitiude adjustment of emissions control module, air fuel ratio, epr systems

I have an 85 Chevy van, G30 series, 6.2 diesel, naturally asperated.  It has probably 250,000 miles on it. I put new injectors in about 1,000 miles ago.It now smokes excessively.  I live at 7,000 feet so my air/fuel ratio is going to be challenging.  I have read in the owners manual that the emission control module can be adjusted.  Do you know how I would adjust for this altitude?  
I would like to use this van to tow my boat and trailer which weighs in at 7,000 pounds.  I'm not sure if this 6.2 diesel has the capability to tow this much load up the mountain.  Can you give me any ideas?
Is it possible to turbo charge this engine?

Other than EGR and EPR systems, both of which are non-adjustable, I am unaware of any emission controls on 1982-1993 GM 6.2 diesels.  The one ton applications do not have EGR and EPR.

Mechanically injected diesels have no air/fuel adjustments.  There is a fuel injection rate adjustment, but it does not need to be adjusted under normal conditions, including high altitude.

I have towed and carried that much weight with my 83 G-20 diesel and, though slow, it did the job.

The engine can be turbocharged but it requires a special intake and center-mounted turbo.  I would not attempt it on an engine with 250,000 miles, or more, on it.
