GM-GMC: Chev. 1500 Express Van, chev 1500, detective work

I have this van it is a 2000. It is kept outside and today I went to start it and nothing. It has been very cold here so I thought maybe the battery was bad since it was original equipment. I installed a new battery and still nothing. The van dosen't even clic like a dead battery sometimes does. There is power everywhere just a dead starter.  Is it possible that the starter is on a dead spot? If so how do you fix that? This van gets very regular maintenance at our local dealership.

Your description indicates that it is more likely a failure in the wiring from the ignition switch to the starter.

It is possible for the starter to be defective, so removing it for testing would be my first troubleshooting test.

After that, it becomes detective work as a volt-meter or test light will have to be used to find out if power is reaching the starter.
