Question - THANKS SO MUCH THOMAS FOR RESPONDING SO QUICKLY.  I CHECKED WITH MY HUSBAND AND HE SAYS THIS VAN HAS A FUEL INJECTION SYSTEM WITH 6 INJECTORS.  THIS PAST YEAR IN MARCH, WE HAD THE REPAIR COMPANY PUT IN A BRAND NEW RELAY AND CRANK SENSOR.  WE HAD THE VAN IN THE SHOP THIS PAST MONDAY AND THEY RECHECKED THIS WORK AND SAID ALL WAS WELL, HOWEVER, THE REASON THEY INSTALLED THIS WAS BECAUSE WE WERE HAVING THE SAME PROBLEM BACK IN MARCH WITH THE VAN NOT STARTING WHEN IT RAINS OR WHEN THERE IS DEW IN THE AIR.  I WANT TO BELIEVE THAT SOMETHING WAS NOT INSTALLED RIGHT WHEN THEY MADE THESE REPAIRS.  WE BOUGHT THIS VAN BRAND NEW BACK IN 1999 AND OTHER THEN OIL CHANGES, TUNEUPS AND MINOR REPAIRS, WE HAVE NEVER HAD THIS PROBLEM BEFORE.  IT'S BEEN COLD HERE IN SAN ANTONIO, NO RAIN, NO DEW IN THE AIR AND THE VAN HAS BEEN STARTING OKAY THESE PAST COUPLE OF DAYS.  THE MECHANICS CAN'T FIGURE IT OUT BECAUSE THE VAN ALWAYS STARTS IN THEIR CARE.  THEY JUST WANT TO KEEP RUNNING TEST AFTER TEST AND CHARGING US FOR THESE TESTS, BUT NO RESULTS.  THAT'S WHY WE ARE SO HAPPY YOU GUYS ARE OUT THERE TO TRY AND HELP US FIGURE OUT WHAT IS GOING ON.  ANY SUGGESTIONS?

Answer -
FIRST, I need to know the past repair history on the vehicle and WHEN this current problem started and what steps have been taken to try and correct this problem.

Are you SURE it has a carburator ?. Most new vehicles either have THROTTLE BODY INJECTION (TBI) or FUEL INJECTION (FI).

Does it have 2,4,6, or 8 fuel injectors ?.

What I would suggest that you have is moisture getting into either the relay or relay connections or into the crank sensor or the wiring connector at the crank sensor.

I would buy a small tube of SILICONE at any auto parts store and put a small amount on the relay terminals where they protrude from the relay and lightly coat the realy with this silicone.

Next I would remove the wire connector from the crank sensor and silicone each wire where it enters into the connector and lightly coat the connector terminals at the base of the electrical connector where it enters into the crank sensor.

I would also lightly coat the crank sensor with silicone as there may be a hair line crack in the sensor that cannot be seen with the naked eye and the silicone will fill in the crack.

There is also a special compound that you can put on the terminals of the realy and in the crank sensor that will prevent any corrosion of water vapor from getting onto the electrical connections. This compound, comes in a tube and is called DI-ELECTRIC grease.

I am in agreement with you in that the fault is either one or both component(s) and or inproper installation causing moisture into the connectors.
