My car totally died while driving on the interstate going 70mph.  No acceleration,  lights flashing,  strong smell of electrical burn.  Dealer want to replace starter before any evaluation.  Help

An electrical short will clearly show damage to the wiring and smoked terminals ends.
How does the dealer know that the starter is a fault here.
Do you trust this dealer?
What lights were flashing.
Have you had any prior warnings about something about to go wrong?
Have you had any work done on the vehicle lately? Anything installed or  replaced?
Let's remember that dealer don't make it at the show room. The profit is in the shop. Unless the dealer is willing to show you the burned starter 'before' installing another starter, I would say no.
Be sure to have a statement of the work order that all parts will require your prior written approval before being installed.
