Saab: Saab 900 1997 WONT START UP, coolant tank, saab 900

QUESTION: So the drive belt (fan belt) had to get replaced so I was driving to the store to buy a new one and on my screen it stated that the coolant was low so I was going to buy that too. As I was trying to park my car just shuts off me. It was a noise coming from the front hood. The car will spark but nothing would happen the radio will go on and off and the windows wont go up or down. So I brought a new belt and coolant so I placed some coolant in the coolant tank and tired to start it but nothing happened the same thing kept on happening the radio will go on and off the windows wont go up or down the dash board light swill come on I have gas in my car. Can someone please help me out.

As stated in my profile, my direct experience is limited to the SAABS of 1993 and earlier, so the following is only a general response. From your description, however, my guess is that you have a partially discharged battery...first you need to  get it fully recharged. Secondly, the noise you heard may be related, but I will need  a better description before I can get you a response.

QUESTION: So I found out that I had to change my Serpentine Belt so on my way to buy the belt my coolant was low so I also had to buy that too along with the belt but my car just shut off on me while I was driving. So I went to 711 and brought coolant and brought a new belt but the belt isnt fixed but the coolant is refilled. Whenever I try to turn on the car the radio goes on and off and a noise comes on but the lights inside the dash board still works it keeps saying check engine. I waited for some while so that the coolant can sink in but the car won't still move. Is it not moving because I have to replace the belt or it is something else.

  Sounds like a dead battery.....try recharging it (or get a jump start from another car), running the engine (if it starts) for 20 minutes at least to recharge the battery. If rechargeing or jumpstarting doesn't help, then I am afraid you've got more serious problem, which because of my experience limitations as originally stated, I cannot address.
