Short answer: Replace it.  It's cheap enough.
However, follow the link for procedure to do a tune-up, including a condenser check, iten #4.  http://www.vw-resource.com/tune-up.html
 One indication you need to replace it, is if you can't seem to tune the engine properly and/or you notice the points are getting burned way too rapidly.
