Volkswagen: 1979 VW Bus horn not working, horn cap, black lead

Not having a working horn would not be a problem, but I have to get my bus inspected for the first time in Maine.  The horn sounds when I connect the black lead coming out of the steering wheel to the grounding ring, but then the horn sounds constantly...very annoying.  I think I am missing a spring or something to keep the metal 3/4 ring away from the metal base, when I take the horn cap off all I see is three screws and a metal 3/4 ring and a plastic piece which fits over all three screws.  Is there any way to fix this?   Thanks for your help.

Hi Dave,

This is the most probable cause:

Underneath the front of the bus, there is a small wire that connects to the very bottom of the steering column.  It is located above where it connects to the steering box.

If this wire is disconnected and touching the to the bus frame, it will make the horn go off constantly when the top wire is connected.

This will most likely fix your problem.
