Volkswagen: Carburator, throttle linkage, high altitude

I have a 71 super beetle with a 1600. I am having a problem with it when the weather gets over 90 degrees. It acts like it is vapor locking but there is fuel in the bowl. The carb is 34-3 pict with electric chock. I have checked the chock to make sure it is staying open. I have rebuilt the carb, new fuel pump, plugs, plug wires, fuel filter, and even cleaned fuel tank, blow out fuel lines and replaced them.It will idle at about 800rmps and than when it is drove about 10 to 15 minutes it will not idle. I re-adjust the mixture screws and it helps sometimes and not others. Now the engine surges when you are running down the road ,except at about 65 to 70 mph. Also the fuel going into the fuel filter looks to be bubbling, then the float opens and the filter fills up and so does the fuel bowl. I can see fuel spraying into the carb. when I pull the throttle linkage.
Any ideas of what is going on would help.
If I replace the carb what would be the best to go with, another single carb or two and what is the best for a 1600 at high altitude (the mile hi city (Denver CO)

Hey Russ,

Save yourself a lot of headaches, and treat yourself to a new 34-PICT3 Carb.   That is what 40 years German engineering says: "it is the best carb for that car."

Make sure that you run dry-gas in the car for  the first month or so, and also make sure that your fuel evaporator in the front (over the tank) is hooked up correctly.
