Volkswagen: 97 Golf vw k2 2.0 engine wont turn over, throttle valve, golf vw

I purchased the car used no carfax items on it. My 1997 Golf K2 had its starter changed in July and 2weeks ago it died on me, I had just pulled into a gas station and turned the car off.It would not restart. First off the ignition wire for #3 cylinder is damgaged slightly. But I dont believe that is the problem.  Battery is good, no corrosion. Was thinking it could be the ignition switch.There is a humming sound that comes from the wire attachment on the throttel body when the key is turned to the start auto. Sorry about the length but one other thing the Chilton book does not seem to have for my model car a part called the throttle body is that something that VW added to the intake manifold mounting components? Well my main concern is for the engine not turning over. Thank you so much for your time.

try pulling off the small connection on the starter, bridge a wire from the battery positive to the small connection, if it turns over, then use a 12v test lamp or a multi meter to see if the wire is going live when you attempt to start the engine. if not, you will need to have a new ignition switch fitted (difficult job), if there is a low voltage or dim light, then the wiring may be damaged from the ignition switch to the starter. the throttle body is a replacement for the carburetor, it does not carry fuel, or connect to the fuel line. it is mearly a potentiometer to tell the cars ecu how far the throttle is open and regulate the air flow. (it is not repairable, it can only be cleaned out around the throttle valve)
