Volvo: 1993 volvo 850, climate control unit, crankshaft pully

My car is making a whistling sound upon starting and stays on until it is turned off. I was told it was the "pulley". What is that and does it cause the check engine light to come on? Is this expensive to get repaired? Also, I don't have any heat, is this an electrical problem and is this expensive to repair?

If there is a bad pully it may cause some major damage if not repaired. The repair will be costly yes, some more than others. There are a few pullys that might be the fault. There are timing belt pullys and drive belt pullys and a crankshaft pully, any one of those could be your noise. No heat could be a bad t/stat, the climate control unit, heater core. So it could cost a lot depends what the fault is.
