Volvo: 98 s70 volvo, valve work, pcv system

my daughter has an s70 that will not start.  the volvo deal says there is oil in the distributor.  is this possible and what would be the fix?  they want to do a valve and ring job.  but if this was the problem wouldn't a compression test show this?

There might be oil in the dist cap and that cause the no start. There are seals between the cap and camshaft that could leak. The PCV system might be clogged and cause oil to blow past the seals.
A valve and ring job is major work and yes a compression test will help tell the condition of the motor. It is hard to say why the dealer has suggested a valve and ring job when most just either pull the head for valve work and if the rings are bad go for a reman engine. How about a second opinion from a good shop that knows the Volvo's!
