Volvo: 98 volvo S70 starting problem, fuel pump relay, volvo s70

I have a 1998 volvo S70 non turbo 2.4 engine. The car is turning over but will not start. I attempted to have the fuel pump relay tested, however when they tried to test it, all we got was a huge spark and pop. After researching the relay's on the internet, I replaced the capacitors in the relay to see if that could be the problem as commonly reported online, however, when I tried the relay back on the car, it is still doing the same thing. I did pull the fuel pump itself out and run power to it outside of the car and it did work. However once I re-connected the fuel pump and relay back in the car, when I turned the key on the fuel pump still had no power, leading me to assume that my issue is in the relay. Would this be correct to assume or could there be other possible issues causing this problem. Please Help!! Thanks. Jenn

At the point where you are now at all you can do is try a known good relay. I have seen the relays go out. If when the engine is cranked over there is not any power at the fuel pump and the pump is known to work, I believe you have narrowed it to the relay. Just double check that the relay is getting power, but is not sending power to the pump.
You should have the fault codes read to see if there might be a fault coode posted for something like cam or flywheel sensor. If there is not a spark signal then there is also no fuel pump.
