Volvo: Waste gate valve? or Mass air sensor?, mass air sensor, worst case scenario

I have a shot at buying a cherry 93 850 turbo for $1000. The only problem is the turbo builds up so much pressure it blows  the hose off when you hit the gas. the owner says it needs a waste gate valve. A valve that releases air from the turbo. But, I think he's just guessing. He also says; Worst case scenario, I replace the whole turbo for 2-3 hundred bucks. does any of this sound correct? I'd love to have this car. Thank you.

All the year/model 93 cars in the U.S. are non turbo. Also the first year here in the states. It was a problem vehicle. So it may not be a 93. Sounds possible the waste gate is faulty. However I do not see only 2-3 hundred for the turbo. I see just the rebuilding costs in that range.
As I tell anyone that is buying a used car, take the car to a shop that KNOWS the Volvo so they can provide a good inspection of the car for good things and bad. That is like insurance so your not suprised after you buy the car.
