Volvo: 94 850 T heating doesnt work ac always on, volvo 850 turbo wagon, climate control system

Hello. I recently bought a 1993 Volvo 850 Turbo wagon with a ECC climate control system. The car has a problem with the ac system. When I turn the temperature dials to the maximum, A/C is still blowing very cold air, no warm air at all.
Even when I manually turn off the A/C with the switch (light indicates AC off), the compressor still works, as there is always condensing water dropping from the compressor when I stop the vehicle. Is the A/C always working? Is the heating broken? The motor temperature is quite normal (horizontal pointer) so I guess it's not the thermostat?

If the A/C is on with the switch off there must be a wiring fault. Possibility the control head, shorted wires, etc. You will need to get the car to someone that can trace out the wires and/or try a known good control head. As for the heat after the A/C is working properly see how the heat works. The A/C should turn off if the switch is off.
