My 1994 Volvo 940 Flasher and turn signal lights suddenly stopped working at the same time.  In the morning they worked but later in the day they did not. I tried new fuses (#2 25A for headlamp flasher) and (#9 15A) for turn signals) slot but did not work after 15 seconds. I put more new fuses in #2 and #9 but got no reaction at all.  
The fuses did not blow...filament not broken and not blackened.... they just didn't work. If it was a short in the wires somewhere then the fuses would blow, right?   Then I thought it might be the Flasher relay.  Where's the flasher relay located?  Please advise me how to fix this problem. Flasher is in the relay panel behind the fuse box. Should be a black relay with three prongs. Jusst for fun make sure that the 4 way switch is in the off position. A short to ground by a power wire will blow the fuse. If there is a broken wire that is not touching ground or a ground wire broken it will not blow the fuse.
