appear to be brittle and broken, how far will i need to go in replacing the wiring

Usually just the short section that flexes with the rear door, about 6 inches or so.

i understand what you mean there, the break is right at the pivot point of the hinge the lift gate appears to have a hole on each side to work with the main problem i think that i am facing at this point is the headliner.  unless i am heading in the wrong direction i need to get under the headliner in order to work on both sides of the break

Answer
The headliner can be a pain to remove without damaging it, the folded outer ridge needs to be pulled out to remove it.  When I replaced those wires, I ended up undoing the rear door entirely and replacing the entire length of cable from the inside of the car to the bottom of the rear door (it was easier to route). When you peel away the headliner, it will reveal the bolts that hold the hinges for the door.  You can undo them and remove the door to make everything easier to work with. Good luck!
