Volvo: My 83 240 GL will not start..., distributer cap, weather check

My 83 240 GL will not start in the cold (below freezing) nor after a heavy rain. It cranks but doesnt seem to get enough oompf to turn over and fire up. Often in the cold the first attempt gets it to almost start..it sputters and coughs but doesnt seem to get enough happening and then dies.
what do I do..I live in Manhattan and cannot park anywhere except on the street so the car is always exposed to the elements

During the next hard start you should try and determine whether it is a fuel problem or a spark issue.  Check to make sure you have spark at all four plugs.  If not, check for condensation inside the distibuter cap, a problem that can occur during colder weather.  Also check for corrosion on all the contacts on the coil.  They can get gunked up and retard current to the distributer cap.  Running them over with sandpaper helps.  If you have a strong spark, check that you have fuel coming cleanly from all 4 injectors by pulling them and cranking the engine.  This sounds like it could be a faulty cold start injector, which would get worse in cold or wet weather.  Check that as well for any clogs.  Good luck!
