How fast should the starter be turning the motoer on a b230ft engine? (rpms) Mine is only turning at about 400 rpms. I don't think thats fast enough to start the car.

I'm a bit confused, is your car having trouble starting?  400 rpm sounds more than fast enough for a normal start.  Could you clarify what the problem is?

Have you checked to make sure all four main injectors are functioning properly, and especially the fifth cold start injector?  A clog in one of those could cause symtoms like that.  Also, I would check to make sure the crank position sensor is working.  When those go bad, the computer doesn't receive proper engine position data and it won't start well either.  Also, you said you had a head job on the car.  I would make sure the mechanics put the timing belt on correctly aligned.  If it isn't, the car won't start either.  Good luck!

Answer
Check that you have a spark at all four plugs, and check for corrosion on the leads to your coil, those can get gunked up and cause random starting issues.  And did you also check the crank position sensor?  It seems to be coming down to that if you have fuel and spark.
