Every state has different requirements, provisions and qualifications.

In California for instance, a license to operate a Moped or a motorized bicycle is called an M2 license. There are no CC restrictions for a moped unless you choose to operate it on a freeway, which requires at least 15 horse power.

If you are over 18, you may get your permit for this, which limits you to driving during day time only and not on freeways or carrying passengers. These restriction end once a full license is earned.

For someone under the age of 18, you must have your permit for at least 6 months before a full license is issued.

In either case, a written test must be passed for the permit and you must pass a physical driving test for a full license. I hope I have answered your question fully.
