Answer
I had a sidekick, (same thing as a tracker) for a while, and I found that even as an experienced technician, It was not possible to accurately diagnose and properly adjust the engine without a factory manual.
Mine was a 92.  I gave the manual to the new owner when I sold it, and no longer have access to the info.
All I can say is check each system/component using the factory manual/procedures.
It's possible the idle air control valve is at fault, but without having it here, along with a manual, I couldn't say for sure.
