Tips on Buying Cars: title washing, crooks, salvage

What states enable crooks to wash/clean titles of cars with bad titles (e.g., salvage, theft, flood, etc.)? Everyone says the states are around; I've never seen even a partial list. (My zip: 78748 = Texas). (I want to buy an older Element and have seen some odd stuff in Carfaxes.)

No such list exists, but crooked sellers exists in every state...
