Answer
The list of reliable, economical used cars always include models like the Honda Civic and Toyota Corolla, but their popularity means you'll pay top dollar for them.  Look at alternatives like the Nissan Sentra, Mazda3 and especially the Ford Escort/ Mercury Tracer twins from the 1997-2002 years.  The Escort/ Tracer are durable, economical, the parts are cheap and easy to get, and any shop can work on them.

Generally, you'll pay the least when buying a used car from an individual, but you're also taking the greatest risk as there will be no warranty whatsoever.  At least a used car dealer has to provide the New-York-State mandated lemon-law warranty for major mechanical items up to 90 days or 4,000 miles, depending upon how many miles are on the car.  A used car from a new-car dealer is your safest bet, but also the most expensive way to go.  As to who to buy from, ask friends and family who they've had good experiences with, and check out reputations on the internet (there are numerous sites like complaints.com that can steer you away from bad dealers).
