I want to buy a new BMW 1 series convertible or the Z4. Is it really cheaper buying it in the states and bringing it to canada? I would drive to Buffalo (i live in toronto canada) to purchase the car

To answer your question it is really cheaper to buy the vehicle in the states as opposed to Canada.  There are certain laws and rules that you need to be aware of though, and you need to check them out before you purchase the vehicle.
