How do I go about getting the dimension or spec on a certain style rim? Say like the Pinnacle VIP, to use as a reference point in designing a new style of rim I came up with

The shape of the interface between the tire and the rim is governed by standards published by various tire and rim standardizing organizations.  The most prominent organizations are the Tire and Rim Association (for the US), the European Tyre and Rim Technical Organization (Europe), and the Japanese Automobile Tire Manufacturers Association (Japan).  The interface has been standardized for the various types of rims and all the organizations have done a good job of commonizing this shape.  EVERY rim MUST comply with the standard or the tires will not fit properly on the rim.

Each standardizing organization publishes a yearbook that has the current rim standards in it.  The books are fairly expensive.  For example, my 2005 Tire and Rim Association yearbook has a list price of $50.  

Be aware that this only covers the area between the tire and the rim.  It does not cover how the rim is attached to the vehicle - the bolt circle diameter, the size of the bolt holes, the clearance needed around the brake parts, the hub dimensions, etc. This is vehicle specific.  I do not know of anything that is published that will give you all the dimensions required to be able to fit to a particular vehicle.  I suspect that the vehicle manufacturers do not give out these dimensions to anyone other than those rim manufacturers who supply them with rims.  After all, they sell rims, too, and it would not make very good business sense to make it easy for their competition.

So if you want to know what is needed for a rim to fit on a particular vehicle, you will have to measure THAT particular vehicle.
