WITHOUT ANY KNOWLEDGE OF TIRES I BELEIVE I MIGHT HAVE A MISTAKE,I HAVE 05 HONDA 4CL EX ACCORD, THE SPEED RATED OF ORGINAL V THE THAT GARAGE PUT ON ARE T.AS U KNOW V RATING IS 140 PLUS AND T ARE 120 PLUS WHO DOES 120, I AM LUCKLY I DO 75 THE  CAR  SEEM TO HANDLE FINE, THANK PHIL

Sorry to say, but yes you did make a big mis-take and worst is that the garage made a even bigger mis-take.

Speed rating just does not indicate the total performance, but rather is for load the tire can carry at speed.

V = 149mph
T = 118mph

It will also effect the handling and performance of the car.

If your tires fail, the garage could be liable for failure to place correct and safe tires on.
You can be held at fault for not replacing the unsafe tires, since you know now.

No shop is to install any tire with a lower speed rating.  Same or higher only!

Sorry, I know this is not what you wanted to hear, but if I was you, I would go talk to the owner or manger of that garage and have them replace the tires with the correct tires.  100% refund.  If not or they refuse, file a BBB and attorney general complaint.
