Answer
Ben,

It's a little unclear what question your are asking, so let me try to answer all the possible questions:

1)  Could your tires be worn out in 17,000 miles?  Yes, especially if they are Z rated tires - and they are, as W and Y are subsets of Z. Mercedes are at their very least sporty, and a C class is clearly what it is - a sports sedan!  And one of the ways to get good handling is to have grippy tires and to get that, tread wear is sacrificed.

You could change to a lower speed rating, with a better wear rating, but I would not recommend going lower than H, and I would do the entire car all at once so the vehicle stays balanced.

2)  It is possible the dealer is telling you to replace tires preaturely?  Yes, and to be sure, get another opinion.  Try a Discount Tire (you may know them as America's Tire).  They are pretty straight shooters.  Besides they can offer lots of alternatives.

Hope this answers your questions
