What could be wrong with a 2002 dodge neon that has 95K miles on it? its going for $850

You answered your own question in your answer....it is a NEON!
Sorry...I am not a fan of neons!  With Neons it is not what might go wrong, it is when will it go wrong.  And to be fair, I have seen some run good for a long time, but for the extreme most part, most of them are not worth the aluminum they were built with.  That still seems kind of cheap, even for a heap, I would bet it has a problem, they just wont tell you, and it might take the right temperature type day before you realize it.  Purchase at your own risk, and you may be one of the few lucky ones.
