Answer
Michael, start with Arizona MVD:

for basic licensing issues.
You have a couple of options as to how to operate.
1. You can be an Owner Operator contracted to a single carrier.  The advantage is you run under their DOT authority and Cargo Insurance.  You still have to license and insure your self and your vehicle as well as provide fuel and maintenance.  Each carrier has different packages so shop around but make sure their mileage rate and fuel surcharge are adequate to cover your costs and that they can give you enough miles to make it worthwhile.  Once you find the right carrier to contract with the miles and income should be relatively predicable.
2. You can get your own operating authority and try to find your own loads, or work through a broker who will take a cut of the profit.  More expense to you and more fluctuation unless you can find a steady shipper directly on your own.  For an overview check the FMCSA site:

I suggest  option 1 first and then you can decide if you want to take the risk of trying to compete directly with the big carrier.

Hope this helps.
