Trucking: contract drivers, trucking companys, trucking company

Question
We are a small trucking company out of wisconsin. We are tring to lease our trucks to the drivers and then return lease them back from the drivers.(the reason is workmens comp). We know of some trucking companys that are doing this but are not offering and answers when we ask them on how to go about doing this.Being a small trucking company, we cant afford the money for work comp and our drivers do not wanna go anywhere else for a job. they wanna stay here. Any info on contracts or how to go about this would help. thank you for your time
