Truck Repair: 2001 Cummins Stall/Power loss, service folks, typical symptom

Question
No fault light at all.  I took it by the dealership to have them run a diagnostic on the entire engine, including the fuel system.  They told me all the psi ranges where spot on, but they did find a problem.  The electronic circit card/device that connects to the throttel cable, its on the driver side of the engine, front of the block, was showing an error.  The part cost $495, and $160 in labor if I have the dealership do the repair. The service manager told me it may keep doing this for a year, or another day before it goes out completely.  Does this make sense to you?  Do you have any advice on this repair?  Is this something I can do, or should I rely on the service folks?  It looks like some special tools may be needed just to get the device off.

Thanks for any comments, and thank you for your previous advice.  You saved me $159, by advising me to get the system checked out.  I was just about to buy a "lift" transfer pump.

-----Question-----
My 2001 Dodge 2500/4x4 5.9l is stalling (for a lack of better description) at 1500-1700 RPMs. It not consistent, and seems to be more noticeable in warmer weather.  Typical symptom, driving 45-50 mph into a corner, when trying to accelerate out of the corner, nothing.  I can put it all the way to the floor and the turbo will engage and the tras will down shift (auto).  Another way to remedy on the road, let off the pedal, allow the tach to hit idle, then press down and it will hit the power again.

More recent, I've had the same issues on some startups, not at 45-50mph but on take off.  The truck will accelerate, but a scooter would take me in the quarter.  I'm not 100% sure whats going one here. It all trails back to my batteries going dead, and having them replaced.  Ever since then I've started to notice this problem.  It's getting worse, but I'm a military guy and cannot front a high dollar repair. I'm hoping to be able to handle this one on my own.

Thanks for any help you can lend.  I've been reading alot of these pages, and cannot see my problem in the blogs.

Getting any Check Engine(fault) light? If so,I think maybe Auto Zone or Advance can hook up to it.I would che the fuel pressure at the VP44 inj pump inlet. They use to have a special fitting install in the filter head & the inlet fitting on the VP44 pump. The specs are MIN 5 PSI at wide open throttle. If it is not in specs, try new fuel filter. If still not in specs then the electric transfer pump on side of block.

Answer
They must be talking about the TPS(Throttle Position Sensor) beacuse there are only an EPS(cam sensor) & that on that side at the front.I dont beleive that cost $500.It bolts underneath the large intake pipe from charge air cooler. If I knew exactly what the bad part was I could tell you where to get it.
