Truck Repair: 2000 dodge cummins, dodge cummins, open throttle

my truck has a deade spot in 5th gear at about 70 75 mph.  it will sit at thats speed for a while then all of the sudden its like somebody hit a nitrous switch!  i replaced the transfer pump and boost sensor.  the trouble code is a p0216.  i am stumped.  please help me figure this out!

That code is a Cummins fault 368 for the VP44 pump or low fuel pressure.It depends on how long the transfer pump was bad that may have wiped out the VP44 pump.Dodge usually has fittings in the fuel system to check the fuel pressure.Should be MIN 5 PSI at the fuel pump at wide open throttle.Usually around 15 PSI normally idling.
