Truck Repair: Cummins ISB 215, cummins isb, interface module

Question
This is a Ford F-series, (incomplete vehicle), VIN:3FEXF8011XMA03492, manuf 06/98. This is not Dodge system and I have worked in it before using my Quick check III diag tool, but this time I can't get comunication so I dont have any code info to give, but I can see very well that most probably I'm having a voltage drop in the power or ground supplied to the ECM, because when I turn ignition to the ON position the power LED on the diag interface module(QUick Check) turn off; so I'm thinking first to check the power and groung supply to the ECM.
Appreciatte a lot your prompt help. Thanks

What is the OEM?It does matter if it is Dodge or has a 23 pin round connector over transfer pump.ANY air in system & it will NOT start.Any fault codes?

Answer
Errr Ford & Dodge are different from any others because they have the harness made to there specs.I can give you pin numbers to check at ECM but I dont have which plug(2 square Ford ones)is what.
Battery POS pins are 38,39,& 40.Key switch input is pin 5.Battery NEG are 20,28, & 29.These are on the Eng harness(the rear one). The frt harness is OEM.There are fuses somewhere for the POS unswitched wires(38,39,& 40). Get a paper clip so is not to damge pins to check voltage. The pins are backwards as you are looking at the plug,ie Pin 1 is top right & pin 50 is bottom left.It takes an allen wrench to remove harness in the center of it.
