Truck Repair: IH M11, amp fuse, jumper wire

My truck quit! It is an M11 in a 1996 IH 8100. Does not have voltage at the fuel shutoff. Place jumper wire w/12v to the terminal and get immediate fuel flow @ check port. Still does not start. That should eliminate solenoid problem. I suspect ECM but cannot find unswitched fuses anywhere on this truck. I have found and identified the 3 wire connector coming from the starter and tracing to the ECM on the side of the engine but no sign of a fuse holder anywhere!! I would like to check this before buying a new ECM. HELP!!!!

IHC is the ONLY OEM that will not put unswitched battery voltage for the ECM at the batteries! They are hooked to the starter POS & grounded to the block.The unswitched fuses are UNDER the ECM.They should be (2)15 amp fuse holders.If it is not a Celect PLUS engine,then they are behind(REAR of ENG) ECM on the inside top(ACTUATOR)harness.Those ECMs are around $2500 so I would not jump to purchase one either.
