Truck Repair: 1994 Ford 250 Diesel, ford 250, water pump

My husband needs to replace the belt and water pump. He is having difficulty putting new belt on as he is unable to find where / how loosen the mechanisms to be able to put it on. (The old one broke)

There should be a belt tentioner that is spring loaded. After replacing the water pump, run the belt as pictured on the belt routing picture on the truck, or in your repair manual.  Leave the portion that goes under the tentioner for last.  Put a wrench on the tentioner, pull it all the way back, and slip the belt unter the tentioner, and slowly release the pressure on the tentioner.
