Vintage Cars: 1978 280 CE, crankshaft pulley, power steering pump

Hi Ron,
We spoke last weekend re the heating/ventilation system on the 78 280 CE. I had by-passed the heating control system and connected the water pipes to each other. We ran the car up today, but still no heat, the car runs at 80 degrees no over heating, but we could not see any flow of coolant when looking in the radiator, so my mate suggested that the thermostat may not be working. We removed the thermostat and refill the cooling system, the car did not over heat, nor did we get any heat in the car and we could not see any flow of coolant in the radiator. Therefore my mate thinks that the water pump may have ceased working, I'm not convinced, what are your thoughts please. One other thing, whilst fiddling around with the thermostat, I looked down the front of the engine block to see a pulley wheel that is attached to what seems and sounds like a pump, located below the power steering pump which should I would imagine have a belt to obtain drive from the crankshaft pulley, but I cannot figure out what the function is of this piece of kit, can you help.

the water pump is driven by the fan belt, the fan is connected to the water pump. It sounds like you may be looking at the AC unit or vacuum pump.
A bad water pump makes a noise ( usually)and  almost always leaks.
If the car is not overheating, I suspect you are getting flow. I am leaning to a bad heater core
You hooked up the lines correctly ?  
When you disconnect the servo the only fan speed that will work is on the defrost mode, other flaps and fan speeds will probably not work
is your blower fan working?
