Answer
The car could be worth up to $40,000 if it is showroom new, but chances are even if very nice, it will fall in the average or lower category.  Even with LOTS of information (what you related is not even minimal info!) it is impossible to value a car accurately without seeing it in person.

The low miles is good, A Barracuda is great, but the 6 cyl engine is a downer.  If this was a Hemi or a 400, you might be looking at six figures if it was nice.

color is another factor.  Some of the wild Mopar colors just drive buyers nuts, other colors (like white or tan) aren't as good for value.

but I will say while the big engine, high option cars will always get the big bucks, small engine cars that are great driving and more economical might get some action in todays market.

If your friend is looking to sell this car, he should really get the on-site advice and opinion of a Mopar expert.  DO NOT sell this car till that happens.  The old car market is still hot now, but showing signs of cooling, these things always go in cycles, and it has been at a peak for about 5 years now, so if your friend is looking to sell, I would do it sooner rather than later, the value of the Hemi cars is well into 6 figures and dragging all Mopar products up.  IF the market crashes, the bottom feeder cars like this one, will crash even harder.

Buy a copy of HEmmings Motor News, or visit their web site.  Get in touch with Mopar experts, and clubs and get this car evaluated by a pro that isn't looking to buy it!

The car could be worth as little as $8000 or less if in bad shape, but if nice, the value rises quickly, and in any case is worth an appraisal that could cost $500 or more depending on who does it.  If the car is VERY nice, get more than one opinion.

If your friend wants to keep the car, then value is of little concern, but the car has best value as a total original.  repaint and fix-up might hurt the value in the long run though.

Some might want the car to stuff a newer Hemi in it and make a clone.  That may be OK, but this could be a really rare car, as I suspect few 6 cyl Barracudas were made.  It won't ever be worth what a Hemi is worth, but to the right collector it could be a real gem.

Have your friend take his time, and be sure before making any changes or modifications or even fixing the car up!
