Oregon Revised Statutes (ORS 815.160) prohibit the use of studded tires on Oregon highways except during specified periods. The intent is to reduce damage to highway surfaces when the pavement is not covered by snow or ice.
Studded tires are permitted on Oregon highways from Nov. 1 through March 31 of each year. The Oregon Department of Transportation (ODOT) may lengthen or shorten this period in the interest of highway safety or to preserve highway surfaces. ORS 815.165 describes studded tires as any tire having studs of metal or other material extending above the tread not less than .04 inch and not more than .06 inch.
Emergency vehicles, medical transport vehicles, school buses, ODOT vehicles and other permitted vehicles are exempt from any prohibitions on the use of studded tires.
Oregon's chain law requires drivers to have chains or traction tires in or installed on their vehicles when snow zone conditions are posted. Traction tires are defined as studded tires, retractable studded tires or snow tires suitable for severe snow conditions. More severe conditions can require that chains be used regardless of the use of traction tires.
Drivers who use studded tires outside the permissible period are subject to a class C traffic infraction. Drivers who disobey signs requiring chains or traction tires in a snow zone are subject to a class C traffic infraction. Class C traffic infractions can result in a $150 fine for individuals.
