Auto Insurance Claims: Accident Claim, total loss automobile claim

I was in a car accident yesterday, I was declared at fault by the highway patrol officer and I believe my car will be declared as totaled and so does my brother who is a mechanic, I was wondering how the insurance company decides how much they will pay you, I am currently still paying on the vehicle I owe $6,000 on it and I was wondering if they go off the kelly blue book retail value or trade in value or less or more? Someone was informing me because of the state of the economy they offer more but I dont know how much truth there is to that. And is there any way I can get more for my car than what they offer special claims I can apply for or whatever. Thank you.
