ANSWER: Yes.  You may have to pay for the driver as well if that person lives with you.

Answer
The safe answer here is to suggest that you purchase a policy and list your friend as a driver.  If there were to be an accident, you want to be covered and you don't want to have any questions.

The ethical thing to do would be to properly advise the insurance company of the risk you intend to impose upon them.  You should have no problem getting a policy.
